A holiday set bundles the non-working days for a region in a given year; each location inherits the right set, so teams in different countries automatically see the correct days off. Because location is the compliance baseline in the policy hierarchy, the assigned holidays act as a shared basis for planning and entitlement: a request that falls on a holiday is not deducted twice from the balance.
